God is a God of covenant and God can never break a covenant.  This truth is foundational in our understanding of God’s word.  His nature and character make it impossible for Him to break covenant.  Horrobin says that the very nature of God is unchangeable-He is love. Those things that are inherently part of His nature can’t change either, such as the characteristics that are enshrined (contained, included) within His covenantal nature.

God’s first covenant with us was God offering to mankind all the blessings and authority of the Godhead, with which to enjoy living in and having dominion over the world He had made.  Adam broke this covenant with God but God in His perfect nature of LOVE established a New Covenant with His people.  As Horrobin describes through the New Covenant God established Kingdom authority for His people so that even in this fallen world we can exercise God’s authority over the powers of darkness in deliverance ministry that Adam opened the door to.  

My thoughts in summary: God’s first covenant, which was not broken by God but by man, had given man dominion over all the earth and over every creeping thing that creeps on the earth.  When God established His New Covenant Jesus states “I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loss in heaven.” Power over the enemy (deliverance) has always been God’s covenant with His people.
